The Kabul Air Control Center (ACC) is open for business, working both high and low-altitude traffic

Kabul ACC has been working high-altitude traffic (see high-altitude chart) since May 15, 2005, and as of July 11 has begun providing service to low-altitude (see chart) aircraft as well. In addition, Kabul's ILS Runway 29 Approach was certified on July 12 (see plate here). Currently, Afghani overflight fees are set at $400.

A quick look at the Afghan AIP reinforces the notion that this FIR has some challenging terrain. On P500, an airway traversing just a small portion of the Kabul FIR between Tajikistan and Pakistan, the MOCA is a stunning 26,700 feet. In the lower image, the blue box corresponds roughly to the chart portion shown upper image:
